Sweden and Rwanda have signed a preliminary agreement to collaborate on carbon reduction projects under Article 6 of the Paris Agreement. This move paves the way for future discussions on specific projects aimed at cutting carbon emissions and advancing Rwanda’s energy transition.

Sandra Lindström, head of International Environmental Cooperation at Sweden’s Energy Agency, emphasised the dual benefits of the deal, noting that it would both reduce emissions and improve living conditions for the local population.

This agreement marks Sweden’s fifth memorandum of understanding (MoU) under Article 6, following similar partnerships with Zambia, Nepal, and the Dominican Republic, along with collaborations with Switzerland. Rwanda has also secured MoUs with Singapore and Kuwait, further cementing its leadership in advancing Article 6 deals in Africa.
Rwanda recently became the first African nation to issue a Letter of Authorisation for a project under Article 6, signifying its commitment to the necessary accounting adjustments for credits sold internationally.
While no specific projects were outlined in the announcement, Sweden has already invested in several African carbon reduction projects through the Nefco green fund, including cleaner cooking technologies. However, Rwanda has yet to be included in these initiatives.
Despite strong advocacy for Article 6, Swedish climate negotiators stress the importance of ensuring greater transparency in these international environmental agreements.
