Singapore and Laos mark 50 years of relations with key agreements on carbon credits

Singapore and Laos are set to strengthen their collaboration in clean energy, food security, carbon credits, and capacity building, marking the 50th anniversary of their diplomatic relations.

Laos’ Prime Minister, Sonexay Siphandone, on his first official visit to Singapore, highlighted the significance of these areas during an official luncheon hosted by Singapore Prime Minister Lawrence Wong on 9 July.

Wong noted that such agreements illustrate how geographical challenges can be translated into mutually beneficial opportunities. Both countries face unique challenges; Laos is landlocked, while Singapore is an island nation.

In a significant development, the prime ministers witnessed the signing of two memoranda of understanding (MoUs) focused on carbon credits and educational cooperation. These agreements align with Article 6 of the Paris Agreement, setting a framework for the international transfer of carbon credits.

Singapore and Laos aim to formalise a legally binding agreement to facilitate the transfer of adjusted carbon credits. Similar agreements have been established with Papua New Guinea and Ghana.

Renewable energy cooperation was also emphasised. Under the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project (LTMS-PIP), Singapore has been importing renewable hydropower from Laos since June 2022. PM Wong expressed optimism about expanding this initiative in line with Laos’ ambition to become the ‘battery of ASEAN’.

Additionally, Singapore supports Laos' ASEAN chairmanship with the Singapore-Laos Enhanced Cooperation Package, including capacity-building programmes for Lao officials. Since 1992, over 16,500 Lao officials have benefited from the Singapore Cooperation Programme.

Education also remains a priority, with Singapore offering scholarships to Lao students.

Following the luncheon, Dr Sonexay and his delegation will meet with President Tharman Shanmugaratnam and Senior Minister Lee Hsien Loong for further discussions.
